Supporting Decentralization and Local Development as a Contribution to Peacebuilding in Libya/ SML 2

The Women Development and Training Centres (WDTC) are a flagship project within a growing number of the Programme's municipalities. It is a space that allows women to foster skills, network and become entrepreneurial. The WDTCs are a safe place for women to provide trainings mainly in the textile production, but also leisure and sport activities, and other various technical and soft skill trainings. The WDTC provide services to its communities that are implemented and managed by women and for women, thereby empowering the community and enhancing social cohesion between civil society organizations and the municipalities.

The Programme’s support to the WDTC is twofold: The creation of the space itself via rehabilitation and procurement measures, which are coordinated closely with the community and municipality via participatory planning processes such as the Local Development Plans. In a second step, the Programme supports the WDTC management in offering diverse services through the training of trainers (ToT) and capacity development of the management team as well as its set-up.

The key objective of this assignment was to develop a concept and advise the involved actors in the sustainable functioning of the WDTC (I) and to support the WDTC management team to enhance their management capacities (II). More specifically, the aims were to:

  • Identify the lessons learnt from the established WDTC in terms of functionality, conflict potentiality and management competencies. 

  • Develop the WDTC set-up and functioning 

  • Provide technical support to the strategic and operational management boards

 

According to this, two 2-day workshops were conducted at Tripoli on the 1st -2nd and 20th -21st of June 2022. 33 WDTC Management Team members, representing 11 WDTCs (3 from each center) along with, 09 GIZ SML 2 Coordinators, GIZ M&E Officer, and GIZ Communication Officer attended the workshops. At the workshops, a meeting took place between consultants from TEAM Libya for Training and Development and the executives in the women’s development and training centers, in the presence of the coordinators (from GIZ).
